Governance and Community Mechanisms

The ultimate vision of Pepeverse is co-governance between AI and the community. The governance structure has three tiers:

• Pepe DAO: Composed of holders of Totem LV4 and above, responsible for proposals and voting.

• Oracle Council: Formed by high-level node operators, overseeing AI training and cultural direction.

• Community Commons: Open to all users for cultural co-creation, quests, and prophecy events.

Governance Scope Includes:

• Allocation of ecosystem funds and adjustment of incentive ratios.

• Introduction of new Totem series and partnership projects.

• Parameter tuning, style setting, and content direction for AI models.

• Internal DAO reward/punishment rules and smart contract upgrades.

The goal of Pepe DAO is not centralized control by the community, but governance based on shared cultural consensus. Ultimately, this will form a self-evolving cultural autonomy network — where culture itself becomes the governance backbone.
